The proposal focused on legal and tax frameworks for a currently unregulated market, while also incorporating user protection and operator accountability, projecting potential annual tax revenues of approximately USD $65 million. It also introduced—for the first time—measures to promote responsible gambling within the legal structure.

Various market studies and projections from entities such as the Economic Commission of the Chamber of Deputies and reports from the Undersecretariat of Finance estimate that:
- The annual betting volume exceeds USD $3.1 billion.
- A potential effective tax collection rate of 1.5% to 2.5% of total volume could be expected if a tax framework like the one proposed in the current bill were implemented.
